EMS Revenue Recovery

The Winchester Fire and Rescue (WFRD) Revenue Recovery Program is based on concern for the medical and financial health of city residents. We have designed this program to minimize the out-of-pocket expenses for city residents while committing to passionately deliver excellent pre-hospital care and protecting the safety and health of the public. 

If you need to provide insurance information regarding your transport or have specific questions about your bill, please contact the City’s billing agency, Digitech, at (888) 987-2057. You may also contact Winchester Fire and Rescue directly at (540) 662-2298.

 

Billing and Fees

The City of Winchester has contracted with a third-party billing company, Digitech. Insurance information is obtained through various methods and will be billed on your behalf. If you need to provide insurance information, call (888) 987-2057. Patients, regardless of residence status, will receive an invoice for their copays, coinsurance, deductible, or non-covered charges.

Calendar Year 2024 Base Rate Fees:

Basic Life Support Emergency (BLSE): $550

Advanced Life Support, Level 1 Emergency (ALS1E): $653

Advanced Life Support, Level 2 (ALS2): $945

Mileage (Per Loaded Mile): $10 per mile

Methods to Make a Payment

You can pay by credit card or e-check by calling our IVR phone number at (833) 977-8728, online by clicking the button below, or by sending a check with your account number and the patient's name to our medical lockbox at:

Requesting EMS Records

All EMS Incident Reports are considered Protected Health Information (PHI) that is covered under the Health Insurance Portability and Accountability Act (HIPAA). This information is not covered under the Virginia Freedom of Information Act (FOIA). You or your authorized representative have the right to inspect or obtain a copy of your EMS Incident Report and/or your itemized billing statement by request.

Please do not submit a PHI request through the FOIA portal as it is not HIPAA compliant.

HIPAA Privacy

All department members have been trained on patient privacy laws provided by the Health Insurance Potability and Accountability Act (HIPAA). You can obtain a copy of our Notice of Privacy Practices here(PDF, 158KB). If you feel those rights may have been violated, you have the right to make a complaint directly to the HIPAA Compliance Officer of Winchester Fire and Rescue concerning our compliance or to the Office For Civil Rights. There are two ways to submit a HIPAA complaint:

Submitting to the Government:

The Office for Civil Rights (“OCR”) enforces HIPAA. If you believe that we are not complying with the applicable requirements of HIPAA, you may file a complaint with OCR. Complaints to OCR must:

  • Be filed in writing, either on paper or electronically, by mail, fax, or e-mail;
  • Name the covered entity involved and describe the acts or omissions you believe violated the requirements of HIPAA; and
  • Be filed within 180 days of when you knew that the act or omission complained of occurred, unless OCR extends the 180-day period for "good cause."
