Planning and Zoning

Planning and zoning staff assist City Council, appointed boards and commissions, and the citizens of Winchester in anticipating the future needs and desires of the community and ensuring that physical development within the community is consistent with that vision. As such, planning and zoning staff undertake the following:

  • Long-range Planning- Undertake Comprehensive Planning and long-range visioning for the physical development of the City.
  • Current Planning - Process Site Plans, Conditional Use Permits, Rezonings, Subdivisions, Zoning Ordinance amendments, Subdivision Ordinance amendments, Street and Alley Vacations and Conveyances, and Historic Winchester District and Corridor Enhancement reviews.
  • Transportation Planning - Work with the Winchester-Frederick County Metropolitan Planning Organization (Win-Fred MPO) in preparing and adopting transportation plans. 
  • Advisory & Administrative Board Duties - Planning and zoning staff manage the Board of Architectural Review, Board of Zoning Appeals, and Planning Commission.
