Building Inspections and Enforcement

Building inspections and enforcement staff utilize a wide array of applicable codes and ordinances to enforce health and safety standards. Through the administration of these adopted codes, the City can further achieve its goals of sustainability and improving overall quality of life for Winchester residents and businesses. The services provided by building inspections and enforcement include:

  • Building Code Administration - Ensuring all permitted development in Winchester meet Virginia's Uniform Statewide Building Code through permitting and inspections.
  • Nuisance and Code Enforcement - Preserving the character and conditions of buildings and land within the City of Winchester by enforcing local ordinances.
  • Advisory & Administrative Board Duties - Building Inspections and Enforcement manage the local Board of Building and Fire Code Appeals.

Code Enforcement

Code enforcement staff are responsible for enforcing adopted city code, including the City's spot blight abatement and rental inspection district ordinances. Rental Inspection District

The City of Winchester has implemented a rental inspection district ordinance ensure compliance with Virginia's Uniform Statewide Building Code and to promote decent, safe, and sanitary housing for its citizens.
